Firearms Reciprocity Agreements Between States

Hidden port permits are almost impossible to obtain in urban areas like Long Island, Boston, New York, Los Angeles and San Francisco. In addition, in California, Massachusetts, and New York, the requirements for the “good cause” may vary from county to county. The application process in New York is laborious and tedious. Waiting up to 8 months to get permission is not uncommon in NYC. * Indicates that the state has a formal reciprocity agreement with Tennessee Note: Some states have reciprocal conditions. As a result, some states do not comply with TN permits issued to adults between the ages of 18 and 20. Some states respect the authorization, but only for the hidden port. It is important to check the laws of each state you wish to visit. Instead of banning firearms altogether, most states had chosen to legislate disguised carrying until 1950. A trend toward more liberal gun laws began in the late 1990s. A look through the map above shows the dramatic progress from “No Issue” or “May Issue” to “Shall Issue” and now “Unrestricted States.” We will focus on the Safe Passage Commission, because it is the provision that most concerns reciprocity and out-of-state travel.

The Safe Passage provision was introduced to protect people who travel from state to state with a firearm. Prior to FOPA, a person traveling to a state with strict gun laws may have been incarcerated for a gun offense, such as illegal possession of a gun. You may be asked if your weapons licence in disguise is a residence permit or a residence permit. Some states issue permits to residents of their country and non-residents. On the other hand, the only expenditure of a state is to the inhabitants of their state. And to go further, some states only allow permits issued to residents of states with which they are reciprocal. This is what the yellow color on the map means. There are also a few cases where State A accepts holders of a concealed carrying permit from State C, but State C will NOT accept holders of State A`s concealed carrying permit. It is not reciprocal. Some States have reciprocal agreements with other States, which means that each State respects the disguised port permit of the other State.

(3) Persons under the age of 21 are entitled to secret weapons licences in those States. However, any licensee of these mutualist states who is not 21 years of age or older is prohibited from carrying a weapon or a hidden firearm in Florida. In practice, there are still “no issue” states and districts. Hawaii, Maryland, New Jersey are legally “May Issue” states, but behave like “Non Issue”. Some counties and cities in New York, California, and Massachusetts all function as non-exit states. Issuing authorities have been ordered to issue rarely or, in some cases, never an authorization. 3. A. The security officer enters into written reciprocal agreements with other States that require the execution of the agreements. The Chief Security Officer shall establish and publish an up-to-date list of states that comply with the authorizations issued by the State of Tennessee and, upon request, make the list available to all. The head of security shall also establish and publish an updated list of States which, after being reviewed by the Commissioner, refuse to enter into a reciprocal agreement with that State or to honour the handgun authorizations issued by that State.

To the extent that a State may impose conditions in reciprocal agreements, the security officer shall publish those conditions as part of the list. Where another state imposes conditions on Tennessee authorization holders in a reciprocal agreement, the terms are also part of the agreement and apply to authorization holders from the other state if they carry a handgun in that state. . . .
